“User” (noun) is ‘a person, animal or thing that uses something (does something with, on, at, etc.); (informal usage) a person who is addicted to drugs’,
- a computer user
e.g.
The library users are requested to keep the books they read back in their right places.
Every road user must know and follow the road rules.

“Usurer” (noun & formal old-fashioned usage) is ‘a person who lends money to others and makes them pay that money back with high rates of interest’,
- a usurer counting his money
e.g.
Before the government banks started giving loans to farmers, peasants had had to approach usurers for money.
