a person who is qualified or wise enough to educate others, especially as a profession — a teacher, principal, director, etc. — mostly practical;
a person who runs/administrates a school or some other educational institution;

a person who explains complicated issues in a broad sense to others in order to make them realise the advantages or disadvantages of those issues — not necessarily a teacher at an educational institution,
an educator (L) educating the general public on some issue
Being an educator for over twenty-five years, Mr Kumar, like most other candid educators, still finds it difficult to define what education is and what role the educators have and what official decision-making freedom educators enjoy in any education system!
In underdeveloped countries where electronic communication systems are unavailable, some responsible citizens volunteered to be educators who went to villages and remote places to educate and warn the people there about the dangers of the HIV AIDS and the precautions to be taken to avoid it.
There is always a sort of disagreement between the educators in the educations system and the politicians in the government over the common issues such as standards, approach, achievements, facilities and, above all, budget allocation of any given education system.
