delinquent:

(plural: ‘delinquents‘)

‘delinquency’ = failing to do what law, duty or moral requires; doing something against the law or morals; not paying back a debt or not able to pay back a debt

a person, especially a young man or woman, who neglects or fails to do what he/she should do according the law or duty;

a person who has the habit of breaking the law or doing something against the law or morally accepted norms and neglecting duty,

e.g.

A juvenile delinquent is a teenager who behaves against the accepted laws of the land and religion; gets into trouble with elders and the police by breaking public property (vandalism), involving in anti-social activities, etc.

When responsible officers become delinquents, it’s the duty of the public to set them right by not just complaining but by pursing the issue until the delinquents are made to realise their responsibilities.

As the unemployment rate is growing more and more by the year, more and more unemployed are becoming delinquents involving in anti-social and anti-religious activities.
