boat people:

(a plural word referring to some men, women and children)

people (refugees) who flee (leave in a hurry) their country for political or financial reasons and use small boats without proper or sufficient food items or protection or permit to go to another country legally, mostly from countries like China, Vietnam, Cuba, etc.,

a boat full of boat people

e.g.

Most of the boat people are from Vietnam and China.

It takes a strong heart to hear and stand the tales of misery the boat people tell the coast guards.

When a new boat full of boat people is caught by the Coast Guard officials of the country of destination, they are usually  kept at a camp with supplies until a final decision is made by the government whether to send them back to their own country or to grant them asylum.
