‘Blood’ in this context is money.

a person who tries to get as much money as possible from other people, either by begging, cheating or threatening them;
a blackmailer;

a human parasite; a leech (animal) & a leech (person),

e.g.

A money lender or a tax collector is often called a bloodsucker because he/she is always after asking people to pay them the money they owe.

Once Ahmed realised that Khan is a bloodsucker trying to fleece him as much as possible, he avoided him and his stopped calling him a friend.

His kept woman turned out to be a bloodsucker and often threatened to make the secret of their affair public.

A more common meaning of bloodsucker is a worm or insect (parasite) that sucks blood from other animals including people, such as leech, tick, mosquito, bedbug, etc. And vampires are also referred to as ‘bloodsuckers’ because they are known to suck the real blood from live humans.
