a person who sells (and buys) things unlawfully, without proper permit or license;
a person who sells things that are scarce, controlled or limited on the black market, i.e. selling things at very high price without permit,
a black marketeer selling ticket outside a stadium where a cricket match is to be played
Some of the things that a black marketeer buys and sells on the black market are: tickets for high profile entertainment or sport events; goods that are not sold in a particular area, like cigarettes, alcoholic drinks, medicine, electronic goods, etc.
Smugglers bring in contraband things into a country and black marketeers sell them secretly at very high prices.
During any epidemic black marketeers make good business by selling the prescribed vaccine on the black market, i.e. the government fixes a price of, say $ 10 for a vial of vaccine, but the black marketeers somehow get hold of a large number of vials and sell them secretly to those people who are very desperate to get a vial first for fear of not finding a vial later in the normal way at a very high price, say $ 200 or $ 300 for a vial!
