barbarian:

(plural: ‘barbarians‘)

a barbarian of the past

(in ancient & medieval times) a person of a tribe that had no culture or education or sophistication, but attacked cities and towns, terrorised and looted the people in them;

(in the present day usage) an indecent person, with or without education, who is rude and wild in his/her behaviour;

a cruel person; a boor,

Idi Amin of Uganda, alleged barbarian of the modern times, believed to have eaten human flesh

e.g.

The Great Wall of China was built by the then emperors to keep barbarians from attacking China.

History tells us that the powerful Roman Empire was ruined by several tribes of savage barbarians in A. D. 476.

In the modern times we see greedy barbarians in their best clothes, giving out the softest speeches; nonetheless, their acts are far worse than that of those barbarians of the past!
