Anglophobe:

(plural: ‘Anglophobes‘; pronunciation: the letter ‘g’ is said with a ‘g’ sound as in “gun”; the word opposite  in meaning: ‘Anglophile‘)

an alleged Anglophobe, Pierre Curzi, Canadian politician

a person who hates (dislikes) English people and things, and the English (people from England) way of life;

a person who hates the English speaking people in a society or country where different languages are spoken, as in Canada,

an alleged Anglophobe, Michel Platini, President, UEFA

e.g.

Mr Pierre Curzi, a government minister in Canada, is known to be an Anglophobe. It is said that he deliberately makes it known to all that he is an Anglophobe.

They say the President of the Union of European Football Association, UEFA, is an Anglophobe.

An ‘Anglophone‘, on the other hand, is a person who speaks English, who comes from English-speaking community or whose native language is English in a country where more than one language is spoken as a native language, as in Canada.
Clarification:

Anglophile = a person who likes people of England; Anglophobe = a person who hates people of England; and Anglophone = a person who speaks English or whose native language is English, especially in a country where more than one native language is spoken, as in Canada.
