amend   —   emend

Amend” is ‘to make changes – to alter, modify or improve – in a rule or law (especially in parliamentary procedure)’,

e.g.

The new government is planning to amend the old laws.

Emend” is far less common than ‘amend’ and, in contemporary usage, it is limited to literary works and early writings.  And it is used to mean ‘to take out mistakes from any written matter before printing’,

e.g.

The editor emended the article before printing it in the magazine.
